Illinois First Lady Diana Rauner said the state is ahead of many others in supporting home visiting programs, but estimated only about 9 percent of people who could benefit are enrolled. Home visiting programs such as One Hope United’s have been linked to fewer health complications for newborns and new moms, as well as educational benefits down the road, she said.
